About the Commission
The purpose of the Economic Development Committee (EDC) is to promote and stimulate the development of all economic sectors within the Town of Hope Mills and potentially within the Region. The duties and activities of the committee shall include, but are not limited to, the creation of capital investment and employment opportunities through solicitation of new business and industry and expansion of existing business concerns.
Membership
The Economic Development Committee will consist of fifteen members.
The Hope Mills Board of Commissioners shall appoint seven (7) voting members who shall be the following:
Town of Hope Mills Mayor Pro Tem
Town of Hope Mills Town Manager
Town of Hope Mills Public Works Director
Town of Hope Mills Planning & Economic Development Services Director
Town of Hope Mills Citizen
Town of Hope Mills Citizen
Town of Hope Mills Citizen
The seven (7) appointed members must be in good standing and will serve two-year terms beginning January (first year) and ending December (second year).
The remaining eight (8) Ex officio members serve by virtue of the position they hold; and will serve two-year terms beginning January (first year) and ending December (second year).
Representative from NC Department of Commerce - NC Main Street and Rural Planning Center (Sandhills Prosperity Zone)
Representative from Cumberland County Planning and Inspections Department
Representative from the Town of Hope Mills Chamber of Commerce
Representative from Fayetteville Cumberland County Economic Development Corporation
Representative from DistiNCtly Fayetteville
Representative from Fayetteville Public Works Commission (PWC).
Representative from NCDOT
Representative from Cumberland County Schools
The seven appointed members shall have one full and equal vote. In the event of a tie vote the designated Chair of the Committee may vote to break the tie and/or the Mayor of the Town of Hope Mills if the Chair is not available.
Meetings
Meetings of the Committee are public and open. The meetings shall be conducted in accordance with the open meeting laws of the State of North Carolina. The Committee should establish a regular date, time, and place for its meetings. These meetings will be publicized according to North Carolina state laws. At a minimum, these meetings will occur quarterly, one of which will be an annual meeting within the first quarter of each calendar year. The Chairperson, or any of the other six (6) voting members may call special meetings. Prior written notice will be required 48 hours before any special meeting.
Annual Meetings: At the annual meeting, the Committee will elect from the seven appointed members, a Chairman, Vice Chairman, and a Secretary/Treasurer.
